Bistro MOA on Mayakovskogo in St. Petersburg is a project by Alexei Mochnov, bringing together the culinary traditions of Athens, Tel Aviv and Cadiz under one roof. Chef Pavel Filin runs the kitchen.

The name MOA references the ancient city of the Nabataeans, a trading people whose caravans linked East and West, carrying spices, oils and aromatic herbs across deserts and mountain passes. That metaphor defines the venue's character: the bistro is built as a culinary crossroads, where three Mediterranean cities — Athens, Tel Aviv and Cadiz — meet on one menu. Each carries its own temperament: Greek restraint, Israeli layeredness, Spanish looseness.

Chef Pavel Filin works with ingredients and techniques typical of the whole Mediterranean belt: olive oils, fresh herbs, seafood and grains show up in the dishes in different combinations, depending on which of the three cities sets the tone for a given item. This isn't fusion for fusion's sake but consistent work with the sources.

The bistro is located in the center of St. Petersburg, at Mayakovskogo, 44, in a neighborhood where the concentration of interesting venues has noticeably grown in recent years. MOA fits naturally into that map: the bistro format calls for democratic service without excess ceremony, but with attention to detail on the plate.
